Lolita is a Japanese street fashion that started in the 1980's and has grown in popularity since.

The clothing is inspired by Victorian and Rococo styles, and a lot of attention is paid towards the quality of the materials and craftsmanship.  There is a variety of styles that fall under lolita which tend to have their own trademarks.   Currently, one of the most common coords you'll see is sweet lolita.  This style usually uses light colors, such as pink or blue, and will often feature children's toys, or pastries and candy.

An additional note (and it's unfortunate that there's confusion in the first place): Lolita fashion is in no way related to the book and movie of the same name.
